Pastor Hill is frustrated that seedy businesses are zoned for his area, but officials are using the same laws to prevent him from helping people harmed by those businesses. The county has fined him $20,000 for letting homeless men sleep at his church, placed a lien on the church building, and sent a collection agency after him.
